In some cases you might need to do a hardware scan from command line (batch file). Microsoft have created a tool to be able to do this that are available from their download site (link).
DevCon can also be used as an alternative to Device Manager. Using DevCon, you can enable, disable, restart, update, remove, and query individual devices or groups of devices. DevCon also provides information that is relevant to the driver developer and is not available in Device Manager.
DevCon can be used with Microsoft Windows 2000, Windows XP, and Windows Server 2003.
Usage (devcon.exe rescan)
devcon.exe [-r] [-m:\\machine] <command> [<arg>...]
-r if specified will reboot machine after command is complete, if needed.
rescan; Scan for new hardware
